Well, don't bin it. It's almost certainly repairable, and even if you
don't want to spend time/money on it, someone else might. No, I'm not
offering, I have enough Beebs and enough other things to do, and not
enought space and time :-)
If you have (or can borrow) a logic probe, you might like to check the
reset signal, especially where it gets to the 6502. I assume you've tried
the BREAK key :-) and tried reseating *all* the socketed chips, not just
the ROMs. Another easy thing to try is removing all the large socketed I/O
chips to see if it does something different; that sometimes gives a clue as
to the area the fault is in.
