Do you get a '>' prompt or just:
 
BBC Computer
Econet Station xxx

If so, it is trying to log on. Try doing Shift-Break.
 
Keyboard link 5 swaps the Break/Shift-Break function.

Removing the 6854 wouldn't change keyboard behavior.

Hmmm. Looks like something on the motherboard trying to access the
keyboard isn't working. You've swapped the keyboard, so you've
already made sure the cable is plugged in tightly.
 
Possibilities are:
 
- keyboard cable misaligned - make sure no pins miss the side of
the connector.
 
- keyboard pins on motherboard broken or bad solder joint.
 
- System VIA not pushed tightly into IC socket - try pushing the
6522s firmly down.
 
- System VIA not working - try swapping it. If you haven't got a
spare 6522, swap the two 6522s on the motherboard, swapping the
System VIA with the User VIA which controls the User and Printer
ports.
