I wouldn't exactly call it free.
 
There's the cost of getting a driving license, the cost of owning
a car, the cost of filling it with petrol and getting there, the
cost of finding the car boot sales exist and finding where they
are.
 
It completely locks out the 40% of the population who don't have
a car.
 
(I was once advised that a settee I was throwning away would not
be collected, and I should take it myself to a tip on the other
side of Sheffield, even after I had pointed out that I wouldn't be
able to get it on the bus.)
