You've got the disk set to 8-bit account numbers instead of 12-bit
account numbers. You can change the account settings with the
*MAXACC 7FF command on each disk:
*I AM <system user>
*DIR :<diskname>
*MAXACC 7FF
*DIR :<diskname>
*MAXACC 7FF
..etc.
You must also use a version of EditPass that understands 12-bit
account numbers, such as the one at

The EditPass program on my site gives you an additional option to
automatically create a user's home directory and allocate them
some space.
