That sounds like a pretty generic "broken machine" syndrome.  I think
the A3000 flashes one of its LEDs (disk drive, maybe) if it detects a
POST error, so that'd be something to check for.  I don't think lack of
a mouse should be upsetting it. 

I have the A3000 technical reference manual at home; I'd be happy to
scan it and mail a copy to your brother if he wants.
