I downloaded the EpromWE.zip file and opened it with David Pilling's
SparkFS. It appears to contain an 8K ROM image for Watford Electronics Eprom
Programmer EPROM V4 Mark David (C) MDM Software 1984. There were no problems
extracting it and the various test elements, menus etc., are clear visible
in the image.

On the other hand WinZip 10.0 cannot open it and says it is not a valid
archive.

Solution(?) download the file, extract file using SparkFS, Sparkplug or
equivalent RISC OS software.
