I'm not sure why; unless it's a Master ROM, which would need creating
from the patched OS ROM image and all the other ROMs that live in
there.

I can see that tape-image support wouldn't be needed very often, but
it would be a handy thing to have just in case. In the Spectrum world
it's very handy indeed, because that platform stayed mostly
cassette-based due to the lack of a proper standard for disk
interfaces.
