I don't have an A4, but I've never experienced this with any of the
(many) RISC OS machines that I own or have owned in the past. Although
given the OS's co-operative multitasking nature, it could quite well
be something like a module initialising something and hogging the
machine while it's doing it. You've already mentioned the power
management, another thing that springs into my mind is networking if
they're fitted with a network interface.
