Other than the voltage difference, does anyone know if the programming algorithms
or anything else are different for a given EPROM, say a 27128?

Different makes have slightly different "fast" algorithms, but if you 
use a basic programming algorithm that should work for virtually any 
27128 (or 27C128 or 2764, etc).  That's not quite true of all 27256 and 
bigger, though.
