No, the two are different. The former has a startup 'REPORT' of (c) 1987,
while the latter is (c) 1988.
The standalone Hi-BASIC will work on any Master or BBC system, as its just
an updated version of the old Hi-BASIC - i.e. it will relocate itself to 
&B800 if
started with *HIBASIC with a Co-Pro present, but won't do anything useful on
a standalone machine.

I think the 3.50 BASIC requires OS 3.50, as its a relocatable ROM, - the 
newer
MOS ROM re-writes the explicit JMP / JSR calls to work at the &B800 address,
rather than &8000 which is its built-in start address.
This allows the same ROM to be used either as the standard BASIC, or as 
HiBASIC,
thus saving a ROM socket (assuming that HiBASIC is installed as a ROM, 
rather than
just started off disk)
