The standard exists for the carriage of Teletext over DVB-T (or indeed any
other MPEG) broadcasts -the DVB/ETSI standard is ETS 300 472.
However, in the UK I think broadcasters are discouraged from using this,
as MHEG-5 is the preferred approach.
For other countries, support for this standard is mandated for the STBs,
so I'm sure that UK STBs will support it - its just that most of the broadcasters
don't.
As an aside, several of the analogue channels are carried as MPEG video to
the transmitter sites these days, including part of the Teletext service.
