Explicitly against regs.
553-01-06: A socket-outlet on a wall or similar structure shall be
mounted at a height above the floor or any working surface to
minimize the risk of mechanical damage to the socket-outlet or to
an associated plug and its flexible cord which might be caused
during insertion, use or withdrawl of the plug.
 
Rule of thumb: Socket outlet should be twice the height of a socket
outlet above a surface (ie, a two-gax outlet rotated 90 degrees).
 
If your electrician claimed to be competant, then he was lying and
in breach of contract.

They will conform if they are on the ceiling, because the ceiling
is "protected by out-of-reach". If the ceiling isn't out of reach,
then it's a "specialist location", and is outside the scope of the
Guide, and needs to be designed specifically in accordance with the
Regs.
