I think awServer normally does its own password file maintenance online
(via *NEWUSER/*REMUSER etc), just like FileStore does.  As far as I know
there isn't an offline editing tool for either of them, although from a
quick look at the awServer code its password file format seems fairly
simple so it wouldn't be very hard to write one.

What exactly are you trying to achieve?
