The regs don't specify a number, they say must be sufficiently
high above a surface to avoid damage - the rule of thumb I was
taught was the length of a double socket outlet, as that's a
conveneient measure you'll have to hand, works out at about 5
inches.
 
And they say at a suitable height for convenient use. At college I
was told that disability access designers had recommended 1m to
1m25 from floor level. If you're doing an install for an existing
person, you'd do it to their specifications.
