If it was me inspecting, whether or not I would label them as "unsafe" 
would be decided based upon whether I saw any evidence of children.

After all, I'm the guy that once dropped a teaspoon across the pins of a 
nightlight. Mom likes to tell this story like it was only a few weeks 
ago, but I bet she's only miffed 'cos it was Easter Sunday (or was it 
Monday) and the only electrician on emergency call was on 
double-quadruple-maxi-overtime rate.
The fact that I dropped a teaspoon on the pins of a nightlight plug 
oughta really give itself away - we're going back to the days before mst 
plugs had little plastic shrouds around them. I was EIGHT, okay? Eight.

Anyway, the unholy nonsense I got up to when I was younger is a pretty 
good measure of stuff to look out for as an adult. Unshuttered sockets? 
Well, that's just holes in the wall begging for nails and stuff to be 
stuck into.

It's also the reason why if, some time in the future, my daughter 
arrives looking anything less than female, I'll stuff it back in and 
demand another option. Mom has a lot of patience, I'm not sure I would 
be able to put up with me in my younger-brat-days. :-)
