Interesting, though I was under the impression that the BBC Charter 
effectively prevented them from doing anything like this?

(ITV, Channel 4, and Five would obviously be excluded from this 
restriction as they're commercial entities...)

So it still doesn't explain the BBC oddness, though it does suggest 
similar things might be occurring on ITV...

Oh, and I was wrong about the FI1236 working "perfectly" on PAL. It's 
got a narrower signal bandwidth -- 6MHz vs the 8MHz in the FI1246 
(CCIR-I). What that means is that it obliterates the colour burst and 
most of the colour information in the signal... Could be a plus in some 
applications, but it means I still need to hunt down a couple of 1246es 
for other projects.
