I guess the crunch is... how does it work with Oregano/NetSurf?

Illegal? Like I'd get arrested for it? Well, I wouldn't put anything
past a PCSO...
It seems odd that slashes are not an option of the ISO spec given a
great many conventional numerical date styles use them. I, certainly,
see slashes more than dashes.

Indeed it is clear. I'm not sure it is "strange" exactly. After all,
YouTube's create an account does exactly this:
http://www.youtube.com/create_account?next=None
as does MySpace:
http://signups.myspace.com/index.cfm?fuseaction=signup
as does eBay:
https://scgi.ebay.co.uk/ws/eBayISAPI.dll?RegisterEnterInfo
Best wishes,
Rick.
