It should be -- York Student TV used ex-school Cubs as studio monitors
for a while, with a homebrew composite-to-RGB decoder board:

(Wonder if they'd be able to scan the circuit diagram; the photo on the
page has the board sitting on top of it, so it's not all visible, but it
