Here's a couple of possibly constructive ideas:

How about a separate off-topic list, so this one can be used
exclusively for on-topic content? Or perhaps there's an off-topic
section on the Stairway to Hell forums that could be used instead,
although that might present a problem for those who don't want to use
such a web interface for this kind of thing.
