Heh... we had a large off-campus student house where some bright spark 
decided to create two offices.  An ISDN line was installed for two 
office PCs as supposedly they were only used a couple of times a day for 
timetable updates and email download.  We carefully explained to the 
manager that it was dial-on-demand so it would work each time a PC tried 
to connect to the main campus, and that they should be careful not to 
use it continuously because they'd get a surprising bill.  They had 
apoplexy when they got the second quarter's bill from BT, because said 
manager had left a PC running, polling our mail servers for new mail 
every 2 minutes for three months.  The bill had four or maybe five 
digits before the decimal point.
