That does sound very broken. The clue is in the name Rover 618 = 6 series
1.8 litre and that's only a 4 cylinder (actually a Honda engine). You should
be getting at least 30 mpg, especially doing motorway miles - unless of
course you are still driving around in 2nd gear all the time ;-)
