Not entirely the case, for many years before electronic systems became common
there would be an automatic choke, this was a mechanical method of controlling
the mixture. It was when cars replaced carburettors with injectors that ECU's
became standard. Pretty much all cars in the 90's had injectors to meet emission
standards.
