The other way of looking at the even split of votes (as it was then) is 
that many people feel sufficiently strongly that "OT" positively should
be permitted, that they have voted to allow it.

And as the number of votes was and is way less than the list membership,
that actually means a lot less than half have voted to disallow OT.
Don't be a bad loser; don't try to make the numbers lie.
