Trust me - running Linux to run BeebEm is overkill.

Likewise, my PVR runs Qt4 and Debian and its UI is *slow*. A similar PVR 
(same chipset at heart) runs a custom UI, looks like crap (bitmap text), 
and is *quick*. Do I blame Linux? Possibly... Anything that overruns 
16MiB Flash just to be a digital video recorder is, surely, an exercise 
in bloat.

Unless there is something, specifically, that RISC OS cannot do, I think 
you'll find the combination will work perfectly well (and potentially 
notably quicker) using RISC OS.
