Subject: [OT-ish] PC equivalent of Library

On the BBC and RISC OS I put runnable commands in Library, and can put
personal runnable commands in &.Library and set the Run$Path on RISC OS
to eg adfs:%.,net::System.Library.,net:&.Library.

On Unix I can put my own runnable commands in ~/bin and set the $PATH 
to
eg /bin:/usr/bin:~/bin

I can do the equivalent on DOS/Windows by setting the %PATH% variable,
but is there a common or recommend directory to put my own runnable
commands in? I have my own applications in H:\Apps (H:\ is the mount
point of the currently-logged on user).
