I have no idea what remarks of mine you're referring to here.
In any case, what you want is something that is fully synchronous to
the source, i.e. something that samples every source pixel exactly
once.
No commercial solution will do this, since none of them know the BBC
pixel clock. What they will do is sample pixels at some predetermined
other frequency, then discard, duplicate, mix and interpolate pixels
(or even frames) to arrive at the desired output resolution and frame
rate. This process gives rise to several visible artifacts.
My solution does a lot better, since it is able to sample every source
pixel exactly once, even in the absence of an explicit pixel clock, by
some special trickery.
