I don't know if you could drum up enough local support, but you could
always go the Rutland Telecom route...Either get them to do it, or do
it yourself..

Different routers do perform differently... so does the quality of the
line, any extension wiring, filters, etc.  Have you tried the router
connected to directly to the line without anything else connected, not
even filters?  (as they only filter the handset side)
