I tend to archive my pictures offline at 1024x768 or 2048x1536. On my
website full-size pictures of 512 pixels by 384 (giving a 1:1.6 aspect
ratio, like A-series paper), 8-bit colour, giving file sizes in the 70K
region "feels" about right, considering I personally have a crappy
internet upload connection, but do most of my browsing at work on a
better-than-broadband direct link ;)

For thumbnails or head&shoulders mugshots 128x85 seems about right -
quarter of full size, resulting in 1/16th file size, usually about 10K.  I
have some thumbnails at http://www.mdfs.net/User/JGH/Docs/Stock/pic which
are really a bit *too* small.
 
At http://www.mdfs.net/Misc/pics I've done a bit of an experiment seeing
how to put together pages of picture thumbnails with links to full-sized
pictures.
