Probably a short somewhere, and the whine is the PSU trying desperately 
to cope...

It could be a bad component - but you say "arrived"? If the monitor's 
been shipped from somewhere (and was working previously) then it's worth 
checking to make sure nothing's worked loose inside that shouldn't have.

Standard precautions when working around exposed monitors apply (hint: 
pink bits do not react well to high voltage!)
