I downloaded nspark.tar and compiled it for Linux. It recognized and
extracted the archive, but the resulting file is different from the raw file
as Johan sent to Chris. Perhaps it contains control characters meant for the
RISC OS?

Extracted file: 4C 05 81 4C 32 80 82 1C 01 45 50 52 4F 4D
Actual file: 4C 4C 32 45 50 52 4F 4D

Anyways, it's a shame the file doesn't fit Chris' programmer, now that so
many people tried to help. I know the feeling. I have an old IEEE-488 EPROM
programmer meant for the Commodore PET. However I don't have a single byte
of software or have found any traces of suitable software on the Internet.
At the place I found it, there still are boxes and boxes of more or less
documented floppy disks, so it is possible that one of them holds some EPROM
software for this particular unit.

In the mean time, I bought myself a modern USB based programmer that does
most (but not all) of the vintage EPROMs that I'd ever want to program.

Regards
