I believe Zip files created for use with RISC OS do contain extra
information to a normal zip file - specifically extra file permissions
and attributes.  However, I think it should still be possible to open
such Zip files on other platforms - the extra info is just ignored.

It sounds like this file (tho I haven't checked it) is not a RISC OS
Zip file either ...
