If you just want to be practical, that's clearly the wrong
answer. If off-topic posting continues, then it will continue
to annoy about half the subscribers here, and the protests
will continue as well. If you ban it, at least as a matter
of principle, it will probably get a whole lot quieter.

Yes, and murder will probably never be completely banned from
society as well. Yet we have a law against it. The inevitable
failure to meet a 100% result does not mean that inactivity is
the solution.
